In 2014 DMS provided the cost estimating services for 4th High School located in Frederick County Virginia.

The history

Frederick County Public Schools is a K-12 public school system serving the residents of Frederick County Virginia.  Construction of the fourth high school is the second priority on the school division’s 2019-2023 Capital Improvements Plan (CIP).  It will be constructed on part of an 83 acre site immediately east of Evendale Elementary School and Admiral Richard E. Byrd Middle School.

The project

Planning first began in 2004, and in 2010 the School Board and the Board of Supervisors approved a School Construction Fund supplemental appropriation in the amount of $2.3 million.  The amount represented the remaining, unrestricted school operating funds and was requested to be appropriated for upcoming CIP projects, which included land acquisition for the fourth high school.

It is being designed by OWPR Architects and Engineers, who presented the Board with the conceptual design for the school in 2014.  They spent more than a year gathering stakeholder input, considering ways to improve building design based on lessons learned from past projects, and working with staff to better understand instructional best practices.

Key goals of the project include:

  • Fostering collaborative learning and positive social interaction
  • Fostering cross-curricular collaboration
  • Encouraging critical thinking
  • Spaces that are not curriculum-specific
  • An environment that fosters the school division’s one-to-one technology initiative
  • Passive safety and security measures
  • Environmentally conscious design
  • Outdoor learning areas
  • Encourage physical activity for all students and faculty

Implementation of the renovation

The project includes a new 300,000 SF main school building, an auditorium, gymnasiums, a dance studio and related athletic fields and facilities built on an 83 acre site owned by Frederick County Public Schools.

Construction costs

Construction cost estimate: $77 million.
